So you are aware none of the electronics you listed are BRCA approved (https://www.brca.org/documents/electric-board.html). I'm sure club will let you use those electronics but be aware the speed controller (ESC) is boosted and doesn't mention anything about "blinky" mode (no boost) which means you can't be classified as the same class as Blinky TC and will be in the class open tourer. You'll need to ask a committee member if they will allow you turn off the boost and run in blinky as there is no way other than the looking at the programming box to ensure you have no boost on the ESC. You will only need to be concerned about BRCA approval if you do championships where the rules are much stricter.
Please someone speak up if that is wrong. FYI ROAR is american and BRCA is British so if it says ROAR approved doesn't mean it's BRCA approved.
The main rule to follow you're car needs to be 1350g

All those bits are fine for use at our club. My son and I have been running the BT-4, you need to pay a little attention to the build as the quality is not the same as if you purchased a £300 chassis, but it's certainly competitive (I managed 19 laps twice last year at the outdoor track). I'm sure others in the club also have that motor, and possibly the speed controller as well. I've got a program card for HobbyKing speed controllers so you can turn off the boost.

Dave runs the Mi1 indoors, so it's definitely ok. I believe it's an entry level car, the BT-4 is a clone of the Xray touring car (even the spares fit it). Personally, I'd go with the BT-4, or depending on price, Paul has a Team Associated TC6 chassis for sale as well, these are definitely good cars (http://bashley.proboards.com/thread/3885/tc-rolling-chassis). If you want to keep costs down, I asked for some motors recently on the forum, Ian had some (http://bashley.proboards.com/thread/3862/17-5-brushless-motor-wanted). I've never used shorty lipo batteries for one reason, the standard size 2s batteries fit in our other cars. This helps very much, i don't particularly like buying used rc equipment since they could be damaged or not going to last that long, i'll have a look. But thanks for the help.

All the stuff you've found is suitable for racing. I think I'd go with the BT-4 over the Mi1 purely because the BT-4 is a copy of a much newer design. My son also had trouble with recent Schumacher cars (the carbon fibre splitting). I think the Mi1 is a laminate chassis though (so is the BT-4).

Only if you want to race at BRCA events. I know that there is a club document somewhere with the rules, I'm pretty sure they state something like any 17.5t motor running with a speed controller in blinky mode. Do you know of any bundle of esc and motor that would fit into BRCA rules since i am finding it very difficult to find one that fits in. Or any single items that would work together since the esc i listed back in the post would not handle a 17.5 turn motor. I would like everything to fit within the rules of BRCA so i can do some events.

The main problem with BRCA is that you need approved batteries, ESC and motor. Even finding the "approved lists" has been hard in the past. At the club, you can run anything, and even dring the southern inter-club challange (the only regional events I've ever entered), the only checks on the cars were weight and ride height. So the only time you might need approved equipment is if you take part in any of the big national events. If you are new to RC racing, don't worry so much about BRCA, just get started and have some fun. Both those ESCs you posted the links to will run a 17.5t motor fine. What makes you think they don't? If it's the "motor limit", the lower the "t" (wire turns in the motor), the more power a motor can draw. So ESCs will have a limit, on those two ESCs, one is 10.5t (so it will operate 10.5, 13.5, 17.5, 21.5 etc etc), the other ESC has a 3.5t limit (so will run virtually all motors). Me indoors : SkyRC 120A ESC and Vampire 17.5t (motor bought used) Me outdoors : HobbyWing 120a V2.1 (ESC bought used) and Team Powers Plutonium 17.5t. The motors and ESC do make a difference. I think most would agree with me here, A well setup car and a lot of practice will get you much further than the latest motor and ESC in this hobby . New tyres help as well

If you're talking about the Reventon R you miss read the motor limit of 5.5t. It means that the ESC can't use 3.5t - 4.5t motors. If the ESC is boosted the limit is 7.5t motors.
