I like to think the insert as a simulation of tyre pressure. JB - Allows the tyre to heat up quicker and is the choice for carpet - I believe it is a yellow insert that allows a larger air gap from the tyre body and the actual insert at speed. RY- Essentially a higher pressure.. less airgap, making the tyre go through its heat phase at a much more consistent rate - Grey insert - Perfect for tarmac. No Doubt you will get a more concise answer later on this eve

I like martins answer!
but yeh in short, its the insert thats in the tyres.
inserts range in hardness and size, allowing softer or stiffer overall tyre and different air gap sizes.
Due to most of us running pre-glued tyres, we just use what they provide.
Like martin said:
JB for indoors RY or CM (Med C) for outdoors <- these are the inserts included in Sorex Tyres. There are lots more, but they are used in other brands

it's worth noting the RY was brought in this year as the tolerance on the CM went to pot, they started having massive differences in weight.. making them not run true from the packet.. also the firmness of the insert became quite variable as well...

Chris if you want to enter the clubmans take care. If it is run under BRCA rules (cannot recall what the AGM minutes said on this), the rules are specific on tyres - and the results for the tyre vote for the 2011 season are not in yet. If Sorex win it is the RY tyre not the CM tyre that has been submitted.
